RECONOMY is an inclusive and green economic development program of the Swedish International Development Cooperation Agency (Sida), implemented by HELVETAS Swiss Intercooperation in the Eastern Partnership and the Western Balkan countries. MAIN TASKSThe Western Balkans Program Officer is responsible for managing the regional project within the frame of the RECONOMY program “Energy Efficient Construction and Renovation” providing overall coordination of the program’s activities in the WB countries as well as assisting the regional projects’ implementers in the coordination of activities and partnerships with WB countries’ stakeholders/system actors by the Sida Collaboration agreement. This includes the following main tasks:
- Provide direct support to the implementation partner in the design and implementation of the project interventions, assess and advise for engagement of relevant to the project system actors in the WB countries.
- Regularly meet system actors/partners in WB countries related to the project’s topic to assure quality in implementation and achievement of objectives based on analyses and updates on countries developments – potential challenges/ risks and opportunities.
- Support the work of implementing partner/s in WB countries through exchanges and direct collaboration in the frame of the Partnership Agreements entered with these organizations.
- Conduct regular context analyses, particularly related to energy efficiency, energy efficient construction and renovation, trade opportunities within this sector and other relevant to the project analyzes and assessments.
- Coordinate necessary monitoring activities (research, capacity building, backstopping, data collection, etc.) with the program’s WB hub Monitoring Results Measurement (MRM) Officer in line with RECONOMY’s MRM manual and requirements, providing evidence for steering, reporting, and learning purposes.
- Provide backstopping support to the engaged system actors in the application of a Market Systems Development (MSD) approach and related tools and coordinate additional technical inputs by internal and external resource persons.
- Conduct continuous research and development in WB countries to identify entry points for systemic intervention and new partnerships in line with the Sida collaboration agreement.
- Coordinate the program’s activities in WB countries with other donor-funded development projects and with Sida initiatives in WB countries and other key stakeholders, ensuring transparency, potential synergies and an overall collaborative environment.
- Provide regular updates of market developments for the Western Balkans and adequately synthesize these analyses for the required updates and reporting.
- Plan and co-organize different workshops, events & study trips.
- Contribute to the report’s development at all levels.
- Support in the implementation of the other RECONOMY Projects in WB, if necessary.
YOUR QUALIFICATIONS- At least 5 years of experience working in development projects.
- Excellent knowledge and understanding of the Energy Efficiency sector in the WB countries, particularly key aspects and trends related to construction and renovation.
- Degree in engineering with a focus on energy efficiency, architecture, construction, business management, or related field.
- Knowledge and application of the Market Systems Development approach in the skills development, private sector, and advocacy streams would be considered an advantage.
- Understanding and experience in Monitoring and Results Measurement (MRM)
- Ability to analyze qualitative and quantitative data and synthesize learnings.
- Understanding and experience in Environment & Climate Change (ECC) and Gender Equity and Social Inclusion (GESI).
- Proven facilitation and coordination skills with public and private sector stakeholders.
- Excellent writing skills and experience in developing various Terms of References, monthly updates, and reports.
- Understanding of the essence of the “Business Model” and its application in the private sector context.
- Ability to travel frequently within the Western Balkans and Eastern Partnership regions.
